Fully functional horizontal scaling seems to require that the client has a gauranteed destination for their data at all times (upload, rtmp).

This assumption either needs changed (make sticky sessions good enough and have large upgrade windows to allow connections to fall over as streams end) or data ingest must be handled via something else on behalf of peertube (upstream is discussing Object Storage for this, however that would not fix this in the case of live streams)
