Expand the current "blocked instances" feature into an allowlist / blocklist. This will allow instance admins to better control their instance's exposure into the network.

Current proposal:

Rename "Blocked Instances" to "Federation Rules" (this gives a clear, single home for this and other federation settings)
Add a toggle to invert the behvaior of the blocklist (with a note mentioning that this will disable automatic growth of the network, and may be confusing to users)
When in allowlist mode, if a user attempts an event that would normally facilitate federation behavior (such as a follow or mention), return an erorr and display a notice in the UI.
